Project Description

This project examines Caltrans’ use of the Construction Manager/General Contractor (CM/GC) approach, a commonly employed Alternative Delivery Method (ADM), by conducting a literature review of prior ADM research—particularly studies comparing CM/GC with traditional delivery methods—collecting and analyzing publicly available empirical data, and developing recommendations for improved data needs, metrics, and an evaluation framework. The research team will leverage industry and agency networks to conduct informal interviews, access published data sources, and consult authors of existing studies as needed. Using the gathered information, the project will assess relevant performance metrics and propose a framework for evaluating CM/GC for both completed and proposed projects, including identifying and recommending indicators where essential data is currently lacking.
